This toolkit offers both theoretical insights and practical guidance to address the most pressing challenges in whistleblowing. It includes inspiring examples and hands-on recommendations to build a safer and more supportive environment for whistleblowers.

Who is this toolkit for?

Designed for policymakers, public and private entities and civil society actors, the toolkit provides them with clear guidance to strengthen reporting systems and enhance protections for whistleblowers.

What does the toolkit cover?

The content is organised around five key areas:

  • Transparency and communication;
  • management of internal investigation;
  • personal data protection;
  • support and protection for whistleblowers;
  • and evaluation and impact assessment of whistleblowing systems.

What are the toolkit’s focus areas?

The toolkit adopts two cross-cutting, innovative perspectives: a gender-based approach, to address unequal barriers to reporting and to promote fairness and inclusion; and an Open Government perspective, to encourage collaboration and build trust between civil society and institutions.

Speaking up is an act of mutual care: this is the heart of our campaign.
In this light, whistleblowing means defending the common good from corruption and illegality. 

How? By reporting and exposing wrongdoing that occurs in the workplace.
That’s what whistleblowers do: through their choice, they care for the community, and so for our shared future.

Yet those who speak up are often left alone, facing silence, mistrust, and misunderstanding. Sometimes, they pay a high price, also due to a system that is still imperfect: their life plans are disrupted for making the right choice.

It’s time to change course.
We want to put all of us at the centre of this issue.
Us, who choose to follow their example and build networks of support around those who have already spoken up.
Us, who believe it’s our duty to help the State strengthen the reporting system and its protections.
Us, who refuse to look the other way, and instead promote a culture of speaking up when something is wrong.

We’re launching a double challenge: to care for whistleblowers, and to support public bodies and private companies in applying the best strategies for an effective implementation of the EU Directive 2019/1937.

About the project

The project "Open the Whistle: Protecting Whistleblowers through Transparency, Cooperation, and Open Government Strategies" aims to create a safer environment for whistleblowers and promote a speak-up culture across Europe.

It addresses key challenges such as unclear reporting procedures, low trust in whistleblowing systems, insufficient training for those managing reports, and limited cooperation among stakeholders.

The project delivers impact through three core actions:

  • A Whistleblowing Integrity Toolkit with analyses and tools for effective reporting systems and protections.
  • A Strategic Campaign to raise awareness and foster best practices in whistleblower protection.
  • Advanced Training programmes for public officials, private actors, and third sector organisations implementing the EU Directive, including train-the-trainer formats.

Open The Whistle brings together a diverse partnership that fosters a holistic and inclusive approach to whistleblower protection, uniting civil society organisations, academic institutions, and authorities from Bulgaria, Italy, and Spain.
